If you are landing at LAX or SFO, there are many car rental offices at the airport.

If you're coming in from Canada, the canadian drivers license will work fine. The Malaysian drivers license is also accepted, but its always better to bring an international drivers license. The car rental places accept credit card as payment.
Suggestion: Take the Collision damage waver option and also the liability option if you are unsure what your personal insurance covers. Also the GPS option might be worth it, or bring your own GPS.
